I would like tax applied selectively to each invoice item

In the US taxes are applied differently by municipality. For example, tolls wouldn't be taxed but base rental charge would. If there's a booking fee that may or not be taxed depending on the city. Mileage overages could be taxed but not fuel. Some items are subject to sales tax, others are subject to sales and rental car tax.
