Trigger automatic license control request when booking creation is blocked due to license expiring within the maximum booking lead time

Description: If a driver's license expiry date falls before the maximum booking lead time. The system blocks booking creation but does not automatically trigger a driver's license control request for the affected user. User has to wait until he can do DLCs to create booking in future. Requested improvement: When booking creation is blocked for this reason, automatically initiate a driver's license control request (Führerscheinkontrolle) for that user, instead of only blocking booking creation silently. Use case: Closes the gap between "booking blocked" and "license actually gets renewed/checked" — otherwise the user is stuck unable to book, with no clear path to resolve it.
