Notify users automatically when their license fails the format check

Description: Currently, when the system detects that a driver's license no longer matches a valid format, only the admin receives a notification in the portal. The affected user is not informed automatically — the admin has to reach out to them manually via email (e.g. Outlook). Requested improvement: Trigger an automatic notification (email/in-app) to the affected user as soon as the system flags a license format issue, in addition to the existing admin notification. Use case: Reduces manual follow-up work for fleet admins and ensures affected drivers are informed promptly, without relying on the admin to notice and manually contact them.
